   BULLETIN 6/09

Governor Pawlenty restricts PCA Hours AND passes a 2.58% rate reduction in the reimbursement rate---effective July 1st, 2009.

As of July 1st, 2009--a PCA will no longer be allowed to work more that 275 hours per month. The following items apply even if the PCA works for more than 1 client or PCA agency.

~PCA's can no longer work more than 275 hours per month.

~It is the PCA's responsibility to track their hours each week/month so they stay within the 275 hours allotted.

~If a payment is determined to be over the 275 hours allotted, it will result in repayment from the PCA or legal action.

~ The PCA can only work 16 hours in a 24 hour period.  Previously, the maximun was 18 hours in a 24 hour period.

As of July 1st, 2009, the reimbursement rate for PCA agencies will be reduced 2.58%--which translates to a loss of $.42 an hour.  The PCA agency may reduce the PCA's wage up to this amount.

To: In Home Personal Care Staff and Clients

What this means for our PCA's:

~In order to encourage our current PCA's continued employment with In Home Personal Care, we WILL NOT be reducing the PCA's rate of pay.  However, effective 8-1-09, we will no longer be able to offer medical coverage to our employees.

~Our PCA's can work for multiple clients and/or agencies up to 16 hours per day.  However, the PCA cannot work more than 275 hours per month or an average of 10 hours per day within the month.

~The PCA will be responsible to track the number of hours they work in all agencies per month.  If an overpayment is detected, the PCA will be responsible to repay the overpayment amount.

~The PCA will be responsible to inform the client if the PCA is approaching the monthly limit of 275 hours.

What this means for our clients:

~call Tracy in staffing immediately with exactly what your hiring needs will be.  The sooner you notify us, the sooner we can start assisting you with your staffing needs and requests.  This may be a very busy time for our staffing department.

~ If a client wants his/her present PCA to work more than an average of 10 hours per day per month, then the client will now be REQUIRED to hire an additional PCA.  This is to insure that the present PCA will not work over the required maximum of 275 hours PER PCA.

~A client MAY WANT to hire an additional PCA if his/her present PCA works for more than one agency as the client has no control whether the PCA works over the new 275 hour maximum.
